Customizing Cake PHP CMS

Potential client has a site built with custom cake php. She says her dashboard/admin is not very easy to use though. Ideally she'd like a level of control similar to WordPress. The site has custom php functions, that would NOT be easy to rebuild in WordPress. Is it possible to implement a better Cake based CMS into the existing php. Or does it have to be redeveloped in the new CMS. Or is it more efficient to try to further develop the current CMS?

Google for "Cake CMS" and you will get a lot of pre-rolled CMS's with simple to complex functionality.  I can only imagine that it would be easier and more efficient to roll the existing site content from one Cake-based system to another...
