Excel Multi Tab Workbook and Charts

I have a multi tabbed workbook and want to chart data from one tab on another tab.

Example:
Tab = Civilian (summary view of this area)
 
Tab = all deals (raw data with lots of columns)
 
So ultimately I would like to create a pie chart on tab Civilian that shows all deals from "all deals" where column a=civilian and then chart changes in column G "forecast category" by sum of column J "TCV"

To reference another cell in another sheet user 'sheet name'!A1.

Reference multiple cells using 'sheet name'!A1:A20

Yep.  Or just use the wizard and click on the reference cells/row/column.  It will use the format @BlueYonder mentioned.
