Exchange Hybrid Deployment Error

I am setting up an Exchange Hybrid deployment for a client. They are running Exchange 2010 SP2. When I try to run the Hybrid Deployment Wizard I get an error. I have researched the error and found that it's related to .NET. I found one post where someone had the exact error and resolved it with a hotfix. When I try to apply the same hotfix it says that it's not applicable to my system. This the error i get:

ERROR:Updating hybrid configuration failed with error 'Subtask Configure execution failed: Creating Organization Relationships.

If using Hybrid Exchange for Office 365, it is recommended to upgrade Exchange servers to Exchange 2010 SP3.

I did some further reading and found the same thing. I'll give that a shot and report back
