Apple Mail 7.2 Preferences Won't Open and Signatures Won't Paste Into Documents

I am running Mavericks and when I go to Mail --> Preferences nothing happens.  I press the button but no window opens up with the preferences.  I need this to be able to find out why my default email address keeps changing and why the signatures aren't being pasted into the new documents.

Open Disk Utility and run Repair permissions. Also run Verify Disk and advise us if it gives you any errors.
