Is VMware considered the underlying software for a VPS, or is one of the sub-components of VMware a VPS

It could be!

A VPS (Virtual Private Server) could be Hosted on any Virtualisation Platform in the Cloud.

e.g. VMware vSphere, Citrix Xen, Microsoft Hyper-V etc
