Traditional chinese vs. simplified chinese

HI

We need to implement a website in chinese language, we noticed that there are simplified chinese and traditional chinese , as far as we know those variants depends on the  region of the dialect but which one should be used in a website?

If its mainly for China (with the largest population targeting) then simplified, if you are targeting Hong Kong/Taiwan/rural etc then traditional.
Or do both...
