Card Reader + USB for Smartphones

I have a USB hub which works fine with my Samsung Galaxy S3 but not with my Samsung Galaxy Tab 3 SM-T211.

How come?

99% of my issues with usb is power.  Does this hub have a power supply?  

I have run across computers where the onboard USB isn't getting enough power from the computer and needs  a powered usb hub to work correctly.  

Otherwise, there might be an issue with the cable.  I have come across cables that were cheaply made that would work inconsistently across devices.  I.e. my phone connects (S3), but my wife's does not (S2), etc.
