not able to display spanish

Migrated an application from weblogic to tomcat and some of the spanish characters are not getting displayed

for Ex:
solución  - This needs to be displayed as solución  

But it is displaying(IE and firefox) as soluci¿n

I am using the latest JSTL.

Let me know your ideas and solutions to get this acheived.

When I run this app from weblogic I dont have any issues.

using the page encoding settings this should work:
<%@ page language="java" contentType="text/html; charset=ISO-8859-15"
    pageEncoding="ISO-8859-15"%>

I believe you are using ResoureBundle (i18n) and  have a properites file for spanish?

Yes. I have preperties file for each language.

-Dfile.encoding=UTF-8
