4. Toggle the radio buttons under the Visual Effects tab and select apply, and then change the setting back and click apply and see if that fixes the issue.

Try a different Keyboard this might normally happens if something holding down the ESC key So it migt got Stuck so try hitting ESC a few times to release it. and if that fix the problem change the keyboard

If none of the other suggestions have worked thus far then can you uninstall Fences to see if that resolves the issue?<br />
