Are you using Fences?

If not you can try the following:
1. Right-click the start button and select "System".
2. Go to the Advanced tab in the System Properties menu.
3. Click Settings under Performance.
4. Toggle the radio buttons under the Visual Effects tab and select apply, and then change the setting back and click apply and see if that fixes the issue.

If none of the other suggestions have worked thus far then can you uninstall Fences to see if that resolves the issue?

A lot of people report this issue when using Fences and uninstalling it fixes it for the majority of them.
