IIS client certificate mapping authentication - 403.7 forbidden access denied

I have been trying to setup IIS client certificate mapping authentication for a week now.

I have followed

and I cannot get this think to work. Even on the local server I get the same 403.7 forbidden access denied.

Do you have a user certificate issued and imported on the user's browser and configured to present it.
Then you load the public portion of the user certificate into the IIS security setting and checking the option that client certificate is required, you then map the user certificate to the user's domain/system account.
