Unable to download Java

when i click run for Java 7 u 51 this is the first error I get:

unable to download https://javadl-esd-secure.oracle.com/update/1.7.0/1.7.0_51-b13.xml for installation.

i press "OK" and then get:

Download Failed: from=/jre1.7.0_51-c.msi, to=C:\Users\Administrator\AppData\LocalLow\Sun\Java\jre1.7.0_51\jre1.7.0_51-c.msi

I take it that the download location (where it's downloading to) is somehow not letting the installation? PLEASE ASSIST.

I'm downloading directly from the Java sight, I have done both the "run" and the "save as" options and then run as administrator. both end up with the same error
