New Local Move Request Fails

I am moving mailboxes from our ex2003 server to our new ex2010 server and I randomly get a MapiExceptionNetworkError: Unable to make connection to the server.  I can do a local move request for 5 people at a time and 3 of them will complete but the other two will get the error.  I wait awhile and come back and retry the two that failed and they might work might not.  I have disabled the firewalls on both the ex2003 and ex2010 servers.  Both servers have a single nic and I have disabled IPV6 on both.  I can ping both servers by short name.  I am using a network administrator account who is a member of the Enterprise Admins group. go into ADUC and look at the properties for Russ' user object
on the security tab, click advanced (in ADUC, select view -> advanced features if the security tab isn't there)
verify "include inheritable permissions from this object's parent" is selected
try to move it again

I can ping both servers by short name.

what about ping fqdn?

Yes I can also ping each by fqdn.

I ended up just trying the mailboxes over and over until they all eventually moved.
