You have seen the Nokia article on this?

https://expertcentre.nokia.com/en/articles/faqs/Pages/Error-Code-80072F30-when-Synchronizing-Mailbox-on-Windows-Phone-8.aspx

The most common reason though is a problem with the SSL certificate configuration. Do you have a trusted SSL certificate on the server?

So you don't have a trusted commercial certificate installed?
If you are using a self signed certificate then that isn't supported for use with either Outlook Anywhere or ActiveSync and you should deploy a trusted certificate instead.

No idea on how to install a certificate on that device as I never use self signed certificates for any of my deployments.
