Control Mailflow for Specific Users with Exchange

Running Exchange 2010. Looking for a solution where we can set up a few users with email addresses that can only send and receive internally and to one external vendor that we work with. We want to not allow them to send/receive to anything else.

Is this possible to do through just exchange 2010?

You can do this with transport rules.  For one of my client firms, I set up two transport rules for a certain group of users. The incoming rule has one basic parameter, that is to reject all incoming mail from external email addresses. Obviously, this prevents the users from receiving email except from internal senders.  The other rule intercepts any email going out to external recipients and rejects it, sending the user a rejection message saying that they are not allowed to send email to anyone outside the organization. You could refine this second rule to add an exception for the outside organization that they are allowed to email.
