What is an AV-Proxy ?  Is this some sort of Anti Virus Proxy.  How does it work

The general use of this phrase is an Anti-Virus Proxy.
This would be a normal proxy that scans files and pages as they pass from the internet to your local PC(s) and removes any viruses (and maybe malware too) that it finds.

I have also seen people refer to Audio/Video Proxy - But this is a lot rarer.  It is a proxy that has been tuned to pass Video and audio files most efficiently.

99% chance it is option 1 you have heard.
