Azure Active Directory Web Site authentication

hello

I am building a web site and would like Azure Active Directory to handle to authentication. All works ok if I create new users in the active directory as 'Organisational users', but I would also like to enable users with existing microsoft accounts to be able to access the web site. I can add these users to to the AD, but when I try to log in I get this error message:

Microsoft Account 'myMSaccountemail' is not supported for sign-in to this application

i have enabled Multi-Tenant  in Azure AD setting for the application, but think I must be missing something else.

Where are you creating users ?

On Premises or on Azure ?
