Bit more info required. Is it a terminal server?
Are the users profile folders on C Drive? Can they be redirected somewhere else?

Yes this is terminal server. Yes, user profiles are on C drive and can not be redirected.

I would not store user profiles on C Drive of a terminal server. Users need full access to their profile folders for them to work. There are plenty of ways to hide \ prevent access to C drive but you may end up blocking the profile folders as well.

How large is your C drive? Can you shrink it and create a D drive? This would allow you to redirect the profiles and then use a GPO to hide C drive.

Otherwise you could create a shared folder on C drive and redirect profiles, however I think this method would get very messy.

No, we cannot shrink C drive to create another drive.  Is there any other way to restrict users with c drive only.
