Try this....        


string fileName = "test.xls";
        string filePath = Server.MapPath("~/test.xls");
        Response.Clear();

        Response.AppendHeader("content-disposition", "attachment; filename=" + fileName);
        Response.ContentType = "application/octet-stream";
        Response.WriteFile(filePath);
