SQL Server 2008 query syntax meaning in SSIS SQL Task

Hi,

I have a  SQL Task in an SSIS job   that fires
DELETE FROM HISTORY WHERE RecordDate = ?

RecordDate is  of data type Date and is a Primary Key.
What exactly does this do?
Delete values that have a ? value?
any guidance appreciated, thanks
