right click not working

right click stopped working in vba.  it's maddening  Can't select, copy, paste, etc without going to menu.  does anybody know how to fix this?

Do you get a right click menu if you right click over a blank area of the tool bar (see image) ?

And if so, do you see 'Shortcut Menus' in the list ?
