I have an Avaya phone system that is sending voicemails to email. It all was working just fine on Exchange 2007 but we migrated to Exchange 2013 and now I get the emails still but the attachment is not attached. It is most likely not Outlook blocking it since our mobile phones are not able to see the attachments either.
This is how the message looks when i get it without the attachment:
