You could use
<input type="image" width="100" src="http://farm9.staticflickr.com/8446/7862424222_d97dd39d21_o.jpg">

Here is working sample http://jsbin.com/vuxagaki/1/edit?html,output

A more modern way would be to use the button tag <button type="submit"></button>

<!DOCTYPE html>
<html>
<head>
  <meta charset="utf-8">
  <title>JS Bin</title>
<style>
  button.abc{
   height: 125px;
width: 125px;
background-image:url('http://ts2.mm.bing.net/th?id=HN.608032674750663463&pid=1.7');
background-repeat:no-repeat;
}

  }
  </style>
  </head>
<body>
  <button class="abc"></button>
</body>
</html>
