Excel 2010 Add-In tab missing

Dear Experts,

I have this file that my user is not able to properly use.
When I open it on my computer, it functions fine, but on his, he is missing Add-In tab to be able to choose certain properties.
I have looked at his settings in Option-> Add-Ins, Trust Center-> Add-Ins, and any other places I can think of, including customize tabs.  Add-In tab is enabled, but still not visible.
He did not have an issue until he started to work with this file, I am attaching it in hopes that this gives a clue.  password is 600Summer.
Please advise.

If the "Disable all Application Add-ins (may impair functionality)" setting is set to false, I have no idea.

btw, on my computer the add-in tab displays correctly.

I know, it displays on mine as well.
We reinstalled Excel, too.  What else can we do?

Uninstall any other addins.

I only know to disable add-ins, could you tell me how I can completely uninstall add-ins?

Dear Experts,

Now I realized that if I go to view Macros and run BuildMenu, Add-In tab shows up, but I am getting compiler error, "Compile error in hidden module, frmSECURITY.  This error commonly occurs when code is incompatible with the version, platform, or architechture of this application."  This Excel is a clean copy, just installed.  I do not get this error on my computer.  How can I debug this?  I ran in Safe mode, but it still does the same thing.
Please help.

Ok, so the original issue is solved.

My guess would be that the problematic computer is running 64 bit and in the module frmSECURITY you have some code that isn't compatible with 64 bit (the reason it's considered a hidden module is because the VBA project is password protected).

Find alternatives to the non-compatible code.
