Running VLC with PHP exec function.

I have been doing some research and haven't found a way to use some code on my web page to play local media files on my external hard drive through vlc (a widnows video player). The web page is hosted on my computer as localhost and has no external access. I have stumped upon this post http://www.experts-exchange.com/Web_Development/Web_Languages-Standards/PHP/Q_25128091.html, and I have followed all the instructions provided, the video was able to play audio in the background and have a process registered in my task view. But there's no graphic or visible vlc program for me to interact with. So is it still possible to achieve this goal. Any advice would be greatly appreciated.
