Visio 2013 - Place objects in a layer?  Or Create a Background?

I have a floorplan that was given to me by an architect.  It was a PDF but I converted it into a PNG so that I can place it as a background or a layer on my Visio diagram.  

Which would work more effectively?  placing the floor diagram on a layer?  or as a background page?

It probably doesn't make a lot of difference in most cases. The only reason I can think of to place the image on a background page is if you wanted to see the same floor plan on multiple pages -- if so, you could put it on a bg page and assign that page to multiple foreground pages.
