SharePoint 2010 Three State Workflow Feature

We recently setup an instance of SharePoint 2010, however, the Three State Workflow Feature is not available when I navigate to Site Settings --> Site Actions --> Manage Site Features, so I cannot even select it to be activated.

What needs to be done to make this feature available?

The feature should be visible in Site collection features under site collection administration.

Site Settings > Site Collection Administration section, click Site collection features.
