iPhone unlocked/iTunes

(I just erased a whole description, as I am not sure 100% what the person did, and wondered if it's just better to say what is happening now).

When I do an IMEI check on this phone, I get these two pieces of info:

unlocked : false
nextTetherPolicyDetails:Unlock.

When I plug the phone into her computer/iTunes, iTunes does everything it should (syncs calendars, etc.). There is no mention anywhere or anytime about unlocking/locking the phone.

When I research that second notice: "that means your iphone is unlocked even when the lock status is "unlocked : false" - that means it is unlocked but not yet connected to iTunes"

What exactly does that mean, it's 'not yet connected to iTunes'? Is there another thing I need to do in iTunes? As mentioned, it appears to be working without issue.

Any guidance on this confused issue appreciated.

This means the iPhone can be used with another operator example AT&T, Verizon.
