Outlook Attach Button Not Working

I have a Windows 7 Pro SP-1 computer joined to a domain, running Office 2010 Standard with SP-2.  When the user hits reply to an email or the new email button, the attach file button does not work, when it is clicked, the screen flashes but no dialog box opens to select a file.  Oddly, when I remotely access the user's windows session using PC Anywhere thin host I am able to click the attach button and the file selection dialog box opens like it's supposed to.  I see other people have posted this problem on other web sites but I cannot find anyone who has found a solution.

"All I needed to do was disable Silverlight and the attache file paper clip worked again simple fix to an annoying problem. Hope that helps"
