Windows could not connect to the system event notification service

After starting the computers (with Windows 7) when we  log into windows, sometimes we get the message: "Windows could not connect to the system event notification service. Please contact your system administrator".

We can overcome this issue only when we restart the laptop and try to log in again. Could you please tell us why is this happening? The CFO of our country is wondering if this error could be fixed somehow, and not to appear at all when we start up the machine. Is this possible? Please note that this is not happening to a specific machine, but it can happen to any machine (probably randomly).

Check if the System Event Notification Service is running or not. To check for the services
1.      Click on Start
2.      In the start Search box type Services
3.      Right Click on - RUN AS ADMIN
Check if the below mentioned services has the mentioned status and start up type.
System Event Notification Service            Started                 Automatic

If it is started and set to automatic, you can try installing the following hotfix;
