Powershell to get permissions for a given Master Page Gallery?

I'm getting Access Denied when going to Site Settings ..  Master Page Gallery.  

Using PowerShell, is it possible to list the permissions for a specific Master Page Gallery list for a given web url?

I think the Read-Only has been removed from it and would like to verify.

The Master Page Gallery in the Site Collection doesn't inherit permission from the parent.
It only holds the out of the box permission.Ensure that the group you are added to have read permission. Not just contribute or design will allow you to access. If that doesnt help then Try this

To add new users to the Master Page Gallery  go to the Site Actions –> Manage Content and Structure, Select the Master Page Gallery and Edit Properties –> Permissions for this document library –> New
