how to troublshoot network performance

I have a network small network that I am trying to troubleshoot for streaming issues. Normally webserver is fine but when you stream a movie it is buffering and choppy. is there a tool to see if it is provider or computer?

Wireshark is a great tool for looking at a network -- but you need to know what you are looking for.  In this case, you can highlight the data stream and then look for varying response times.

Also, remember that WHERE you are in the network may matter, too.  This is especially true if you have a firewall or web filtering device.  Try moving a laptop outside the firewall or disable the filter for a short time to see if that helps the issue.
