Server 2012 and Win 8 is the supported method to implement it

Open Group Policy Management Editor
Create a new group policy object
Navigate to User Configuration -> Preferences -> Control Panel Settings
Right click on Internet Options choose New then choose Internet Explorer 10
Under the General tab in the area marked "Home page" type out a web adress, hit enter and then type another web address on the next line.

There are some hacks for other versions or work arounds....

This was a work around I found on another site and I simply copied and pasted it....

Create a GPO

Go to

User Configuration -> Preferences -> Windows Settings -> Registry

Right Click and Create a New -> Registry Item

Set the Following Properties

Action: Update

Hive: HKEY_CURRENT_USER

Key Path: Software\Microsoft\Internet Explorer\Main

Value name: Start Page

Value type: REG_SZ

Value data: YOUR WEBSITE URL
