PAC files and GPO

I've setup an Internet Explorer 10 GPO preference (user config) to add a PAC file into Internet Options. (see attached)

In testing, the client internet option settings show the PAC file address but the check box is unchecked on the client

I can't get the checkbox to check on the client.

I'm editing this GPO using a Windows 8.1 client, on the domain, and Windows Server Manager for 2012

you notice that it is RED you need to press either f5 or f6 to turn it to green (this saves the setting
