Remove Internet Explorer Pinned and Start menu shortcuts for All Users?

In Windows 7, I'm trying to get an image going. I'm not using Sysprep or anything yet. Jus trying to build before capturing. However, problem is, Internet Explorer shortcut re-appearing as pinned on taskbar, and as a Program shortcut in Start > All Progams for users who login.

I've tried everything I can as far as deleting known shortcuts from known locations. Yet when I delete a profile and log back on to that profile, or a brand new user, those pesky Internet Explorer shortcut icons re-appear.

Where am I not looking to remove them?

I've deleted from the following locations:

Folders:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs
Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar\


Registry:
deleting key HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Taskband

Taskband here doesn't show up for DefaultUser when I load the ntuser.dat hive in registry however

Also just a follow up, it appears the "Internet Explorer" auto-creates itself in a new user profile in appdata\roaming\microsoft\internet explorer\quick launch\user pinned\taskbar

Even though I deleted that from the DefaultUser profile directory...

Found the fix.
I'm going to reimage and do it again and report back the solution.

Solution:

1. Delete everything in C:\Users\Default\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar
2. Delete "[LocalizedFileNames]
Internet Explorer.lnk=@%windir%\System32\ie4uinit.exe,-731" from C:\Users\Default\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Desktop.ini
3. Delete "StubPath" in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed Components\{89820200-ECBD-11cf-8B85-00AA005B4383}, or the one that has LocalizedName value as C:\Windows\System32\ie4uinit.exe -UserConfig
