What is required to run Windows 8.1

I have a Dell Inspiron Desktop PC. Came with Windows Vista.  It came with an AMD Athlon 7550 Dual Core Processor 64 Bit. It has 2 gig of RAM.   I reformatted the HD and use it to tinker with Linux distros.  Would this run Windows 8.1. Dell of course said no.

I have an older computer that runs XP. I use it only for Quicken and Versa Check - Print checks.  My wife read some articles about XP losing support. I am inclined to do nothing but I won't be able to do that.

Thanks in Advance

+ RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit)

+ Hard disk space: 16 GB (32-bit) or 20 GB (64-bit)

+ Graphics card: Microsoft DirectX 9 graphics device with WDDM driver

Monitor input from a computer is usually nothing special.  In this instance it prevented anyone from using the computer.  This was a preconfiguration that didn't work.
