Components to create revision marks on digital documents

Experts,

I´ve been working with a system to share and review documents (mainly RTF, DOC and PDF  files) and want to create an environment to allow insertion of revision marks controlled by users.

The main idea is to have like a transparent glass panel on the top where the user could simply draw, put custom texts, etc...

My question is if there are any set of components or examples which I could check in order to develop these tools.

I´ll appreciate any advice on this topic.

You can import/create pdf from txt, doc, rtf files.... then using one of engines for editing pdf add those remarks:
