I have got this error on a STD 2011 SBS Server
The server is running and I'm wondering:

 a) if I need to attend to this error?
b) how to fix if the above answer is "yes"

Looks like you have a standalone install of sharepoint and are using sharepoint express.
This version of sql express has a DB size limit og 10GB and you have hit that limit

I cant find
All I had to do was log in to Sharepoint Central Administration and stop and start the Sharepoint Foundation Help Search.  This cleared out the database and my problem was solved.

This is as close as I can get....

    Open your SharePoint central Administration site
    Go to System Settings –> Manage Services on Server and click on Start against “SharePoint foundation Search”

But that's not the Help search

"SharePoint foundation Search" is the help search
"Sharepoint server search" is the main search

Assuming you are using sharepoint server.

When I click "stop" I on the "SharePoint foundation Search"
I get a message "The Microsoft SharePoint Search services that was
enabled on this server will be uninstalled and all index files will be
deleted permanently"
 
What are the repercussions of starting and stopping this service in layman's terms?

I think QPR is right. You have hit the database size limit. Move your SQL version from express edition to standard or enterprise.
Or else uninstall the search service by stopping it from central admin. Delete the Search database from SQL management studio. Start the search service again and give a new name to the database.But this workaround will not last for long.
