Client Workstation is running windows 8 pro and I'm trying to figure out how to change the pre-logon screen from inital startup from windows default to a custom image. I've done it before on a windows 8.1 computer using gpedit and selecting custom background to enable. on this windows 8 it didn't work.

should I change the GPO on the server to something?

Hi.

When I last tried it, it only worked with local images. The GPO can be used and worked, but the picture file needs to be copied locally, first.

Currently the custom image is stored in my "pictures" folder where should it be placed? GPO is currently set to enable custom images

Any local path would do.

Please run rsop.msc at the client to see if the policy applied.
Are we talking about this policy http://blogs.technet.com/b/configmgrdogs/archive/2012/11/20/set-windows-8-lock-screen-image-kb2770917.aspx ? It needs the update mentioned.
