Outlook 2007 works the same way as Outlook 2003 with respect to accounts and files but is a bit old for Windows 8.1.

Make sure the PST file is working on the XP machine and that email shows up there. Copy the file over to the Windows 8 machine again to a non-Outlook location. Make sure it is safe and make sure the mail is in it.

On Windows 8, go to Control Panel, Mail and delete the Outlook Profile. Restart, make a new Outlook Profile and then import the email from the most recent PST file that you just moved over.
