Send as Permission

Dear Experts,

One of my users is getting this error:

Delivery has failed to these recipients or groups:

Cynthia Jones
You can't send a message on behalf of this user unless you have permission to do so.

I went through the normal permission setting, she has both Send As and Full Access controls of this account.
I also removed bad cached contact information from her Outlook, and recreated this account on her PC.  Still she cannot forward a message coming into this mailbox.

Please advise.

Please go to ADUC, enable advanced view and open affected user properties and go to security tab

Check if Send as permission are listed there for respective user, if not please assign it and check

If permission are already there, remove it once, again add and make AD replication across domain and then check if its working

I just did a test, and gave myself Send As permission to the same account.
When I send, it is successful.  So where should I be looking for this problem to solve?
