Disribution Group owner not allowed to delete users

Hello

I have a user who wants to manage a user distribution group. I have added the user under "managed by" however she gets a permission error when trying to edit or manage list. She is using Outlook 2013, and when you access this group her name is present under Owned. Does anyone have any other suggestions? I believe its exchange 2007.

Changed a setting in active directory under the users in distribution group. There is an option "allow owner to manage user list" was unchecked.
