Can't ping W7 workstation from server

Weird issue where we have about 20 workstations on a single VLAN on a PowerConnect switch. Most can be pinged by the DCs but there are 3 workstations that won't.

The workstations can ping themself, default gateway and server with no issue
We checked Group Policy and have turned off Windows Firewall (verified off using RSOP)
We cleaned DNS names and verified wireless off and cannot ping by IP or hostname
We check SEP and made sure the AV does not have have firewall enabled

DCDIAG doesn't show any local issues

Have you verified the local firewall with: netsh firewall offline ?

Tracked it down to a Windows issue and something corrupted and so firewall in partial state. Once we corrected were able to restart services and traffic passed properly.
