SharePoint 2010 Word Document Locked

I attempted to Check-Out a MS Word document from a library and recieved the following error dialog box...

"The file http blah blah blah is locked for shared use by username"

Does this mean someone has intentionally locked this document from use by others?
And if so how?

Is there a non code, non 3rd party app way I can resolve this?

Check with the user if the he/she is currently editing the file, the default lock out time is 10 minutes so if you still can't edit the file after 10 minutes try solutions suggested in this article.
