can't start new hyper v virtual machine

I added the first virtual server and I when I try to start it it says it can't initialize

Does your computer support Intel-VT and hardware virtualisation?

What processor, server and specification of CPU are you using?

Intel xeon cpu e5-24070.  2.20 ghz.  Dell poweredge r420.  i checked the bios and virtualzation is on.

Could not initialize and the machine id

I don't know if this matters but the server is brand new. Its not setup on domain yet. Its not connected to the Internet.

I unchecked the Virtualization settings in the bios, re-checked them and it worked.
