Who can detect and locate me if I made a call by VOIP not by SIM?

Some, if not all voip providers, offer the same "hide caller id" services as you'd expect from landlines. Sometimes this option is easily accessible through your online account login page at the voip provider site)

I mean if I use my country internet but use overseas VOIP subscribtion. Who will be my VOIP provider?

Your VOIP provider is the same, no matter where you are, because it uses the internet as a transport method, not your mobile carrier.
Only if your VOIP provider or your internet provider has problems (blocking VOIP traffic for whatever reasons) will the calls fail. But usually there are no restrictions. Check both, by reading up user reviews/complaints, on both your internet provider (both at home and your mobile carrier), and the VOIP provider.

Ok in this cas can my ISP track and trace me when I make VOIP?

An ISP's job is not to track anything at all!  Unless you're under FBI investigation.
