Wordpress: How can I remove "Choose from the most used tags" link?

I want to remove the "Choose from the most used tags" link in the tags metabox - how can I do that?

And is there a way I can change the text: "Separate tags with commas"?

I'm pretty sure you have to remove that meta box and build a new one to affect those labels (unless this is a custom post type).
