Watchguard blocking packets from Amazon AWS...

I'm on an enterprise network behind one Watchguard XTM 520 firebox. We're trying to download github for Windows stored at AWS. I downloaded the github setup application, which then reached out to download and install the actual application. But I'm getting this blocking error. Can I get some ideas for what policy needs to be added or modified?

The error:
2014-04-21 15:59:34 Deny http/tcp 9281 80 1-Trusted 0-External ProxyDeny: HTTP bad reputation   (Outbound HTTP-proxy-00) HTTP-Client.Default proc_id="http-proxy" rc="594" proxy_act="HTTP-Client.Default" reputation="94" host="github-windows.s3.amazonaws.com" path="/Application%20Files/GitHub_1_3_1_0/git2-65e9dc6.dll.deploy" src_user="myemail@mycompany.local" msg_id="262188"       Traffic

Inside of you my XTM 515 under policy manager go to subscription services and find Reputation Enabled Defense.  The setting is in there that you could reduce %.  Mine are set at 90%.

It look like the http-proxy policy which you should see under Reputation enabled defense.
