MS Outlook 2013 - Address Book and Contacts

I'm at a loss with MS Outlook 2013. I have a single data file (PST) that contains all of my mail, tasks, calendar, and people. When I click on the People link at the bottom of the home page, a list of all of the people in my contacts opens up and it shows them in last name, first name order. That is just what I want.

If I create a new mail message and click the To.., Cc..., or Bcc... button, a dialog box, entitled "Select Names: Contacts" opens. This list displays some but not all of the people in the "my contacts" described above.

I've attached a few screen prints to show what I'm talking about.

How do I set up outlook so that these two lists are identical?

If you hit the drop down that says Contacts, anything else in that drop down? Or is contacts the only option?

Also, have you checked by T, just to make sure it isn't sorting her as First name, last name. I have seen the occasional contact go against the grain.

See attached. Contacts is the only option and Teresa is not listed in the T's either.

I just figured it out. Only people with e-mail addresses show up in the Contacts lists where all people, e-mail address or not, show up in the People list

I figured the solution out on my own as I continued looking for differences between people appearing in one list vs those appearing in another
