I'm having trouble with office 365 migration. &nbsp;Our client has a pretty messed up exchange environment, no ssl, no RPC over HTTP. &nbsp;There are only 12 mailboxes to migrate so I'd like to just move them over by exporting/importing PST files with exmerge. <br />
<br />
I have the office 365 AD sync configured but when I activate a user it is aware of the other exchange environment and claims that it won't provision a mailbox in the cloud until exchange 2003 mailbox has been migrated. &nbsp;Is there a way around this? &nbsp;<br />

All I'm looking for is the AD sync for usernames and passwords but have office 365 provision empty mailboxes.<br />
