HTTP Error 500.19 - Internal Server Error - 0x80070021

Hello,

I am trying to help a friend resolve an issue with IIS, he's getting the error:

HTTP Error 500.19 - Internal Server Error - 0x80070021

Config Error
   This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".  

Config File
   \\?\C:\inetpub\wwwroot\web.config 

Config Source:
   66:     <validation validateIntegratedModeConfiguration="false" />
   67:     <handlers>
   68:       <remove name="ExtensionlessUrlHandler-ISAPI-4.0_32bit" />

Check to see if the URL Rewrite Module is installed on the server

Sorry if this is a stupid question, but is that in installed program that would show up in add/remove programs, or do I check it somewhere else?

Resolved myself, enabled locked handlers!
